The way you described it is correct based on the help docs, if you use a user token you do not need an app token.
In the real world it seems to be different though. I've run into this several times and now I just provide both the app token and user token by default to prevent it.

Hi @Misha Leong,
I'm not sure if this will make a difference, but are you pasting in the User Token or using the User token marker?
The marker is located in the dropdown. What I noticed is that it is formatted differently even though it's the same token... maybe that makes a difference 🤷♀️

------------------------------ - AustinK6 years agoQrew CommanderThat explains why I've seen some people use the weirdly formatted user tokens like that. I always just copy mine myself from the user token area, and it is very different compared to that. The smaller token it inserts still has the same first 10 alphanumeric characters of my regular user token but the rest are different.
