I don't want to filter the report. This is a summary report and I'm wanting to summarize the different closed status into columns. So I'm using the closed reason because I need to sum records in three different closed reasons and one of those are those without a closed reason.

If you just do a summary report where you have it based on all records in the table then group by the [Closed Reason] one of the groupings will be (empty) which is a blank Closed Reason. You could then look at those in a drilldown report.
That is not what I'm looking to do. Here is what I'm looking to do.
User Name | number of records with no closed reason| number of records with Closed reason A| number of records with closed reason C
