The closest option I'm aware of to record changes like this is the Audit Logs capability outlined here:https://help.quickbase.com/user-assistance/audit_logs.html. If you are on the Platform plan or purchase this while on the Premier plan, you can record changes like a field addition. You could then review the audit logs as needed.
To directly answer your question however, I don't know of a method to trigger a notification as field(s) are added.
