Reports/Charts will not stay organized

I have dozens of reports that I use on a daily basis and I organize the reports in groups and order by the amount of usage.  Recently the organization reversed and now when I try to organize the groups/reports it doesn't stick.  The order will revert back to whatever it wants.  Very frustrating as I have to keep "scrolling" to access the reports that I use most often.
