The last option at the very bottom of the configuration screen for summary reports allows you to control the drill down. You can drill down from say a chart into another chart into a summary report and then finally maybe into a table report if you carefully link them altogether. So the bottom line is you have total control over the drill down target.
When you make the drop-down target report do not put any filters on it. The drill down itself will appropriately add the filters according to where the user did the drill down from.
