Why does the same form look 'different' depending on if I click the pencil or a field in a row in a report

I have been staring at this all day. For the role, I have Hide Multi-record Options checked for All Tables. On a table (Tickets) I have a report with custom columns, no formulas, Initial Filter ...

I think you said the magic words which also explain why I see something different at the top of the page.

When I click on the field, it opens the form for 'view'? (yes).

When I click on the pencil for the row, it opens the form for 'edit'? (yes).

It looks like when the form is opened for view, I have to click on the pencil to get the form in edit.

Yay - this makes perfect sense - 

I haven't looked yet, is there a way to disable the 'view' from the field in the report so the user has to click the pencil  for the row to get the form immediately into edit?

If you want to disable View and only offer Edit, or vice verse, that is a setting if the report. Those checkboxes are at the bottom of the report configuration.
