wrong caracters in email sent in french with accent

First of all, this app is running fine since 15 monthes +, sending reminders automatically via email, with a text written in french containing accented caracters.
Then suddenly starting from tuesday May 9th, the email received in outlook (by 3 differents customers) shows wrong caracters for french accented caracters like "?" or "?", replaced by ?.
We did not modify any thing in our QB app recently, so could someone tells us what's wrong now?

  • QuickBase has been communicating regularly about this problem which started near the move to the new data center.

    Status of issues related to the QuickBase data center move:

    1. A small percentage of e-mails being sent out from the QuickBase platform are being delayed for up to several hours because some e-mail service providers are throttling QuickBase e-mail due to our high e-mail volume.  Overall deliverability of e-mail from the QuickBase platform is improving with about 3.5% of e-mail being delayed over the past 24 hours.
    2. E-mails with special characters in the text may not display the special characters properly.  We are actively investigating this issue with our e-mail delivery service provider.

    We will update this service page notice as we have more information on the open issues.

    Its not just their emails, its also within QuickBase itself.

    already one week with the issue Nr. 2 :"E-mails with special characters in the text may not display the special characters properly". 
    Any progress with its resolution? Can we get an update, please?

    this issue is back today, with french accented characters being replaced by something that looks like chineese...
    example :  " Veuillez noter quune maintenance pr_ntive a _ planifi_pour l'automate "
    original   :  " Veuillez noter qu'une maintenance pr�ventive a �t� planifi�e pour l'automate "

    Any info/solution for this ?

    As this is part of a text message sent out to customers, it's urgent to fix it.
