How to send notification to non-quickbase user?

I would like an email notification to go out to a specific email address every time a new record is added to a table.  The email address is _not_ a Quickbase user, but it is the same email address every time.  

I've set "Open" permission type, and added the email to the list of emails


However when I try to send an email I get a Notification error saying "This account may only send email to verified Quickbase users."


Is it possible to send emails to non-Quickbase users?  If so, how do I do it?  I would prefer to not have to add that specific email address to every record in the database in order to use the "The email address listed in the field: Email" option under "Notify whom
