Can someone other than the person who created a sandbox launch the sandbox?

I created a sandbox a couple of weeks ago. I was on vacation earlier this week. The team using the App needed the sandbox launched while I was on vacation. They had to wait for me to return to have me launch the sandbox. They said the person who created the sandbox was the only person who could launch it.

Is there a way for someone with Admin rights (same permissions as me)  to launch the sandbox even though they didn't create it?
