Confirm dialog Before user clicks on URL

You could probably do this with a code page but that will require some coding experience.

You could also make a new very simple form pop up that shows the information they need to confirm and then 2 buttons:  A URL formula button to do whatever action you want,  and another for 'cancel' that takes them back to the record in the other form view.
