Disable mobile app entirely
Is there a native or non-native way to prevent users from accessing Mobile App version of Quick Base? Or disable the feature entirely for an app?

On the Application Properties setting you can default the app to Desktop. That will apply to all Roles, except, inexplicably, Admin.
