How do I make a Common report read-only (non-modifiable)?

Is it possible to disable report customization for a particular report for folks in a particular role? For example, we have a role called "My Projects" with a set of defined criteria. I want this report to viewable, but I do not want members in the role to be able to modify the report criteria.
  • See picture attached in order to set Records for view mode, not editable.
    This Section is available inside report.

      This isn't quite what I'm asking. I want the report itself to be non-modifiable, not the records.
  • FYI, I can disable all report customization by managing the role and checking "Hide UI for creating or customizing reports". But it seems making a single report read-only is not possible.

    Ideally, my users could still create personal reports and modify some reports, but not ones I've explicitly disabled.

    I don't think this is possible, but there is a little trick.

    You can make a personal report, and then share the link with other people.
    i.e. Put the link in a button on the home page.  Then they can see the report, but it is not modifiable for anybody else.
