You can find that option from the applications home page by clicking on settings, going into the application properties and then looking under the header for advanced settings. There is a dropdown to set the Default View that in most instances is set to Auto, but you can have it default to Desktop or Mobile.

That option should work for non-admin's. For some reason that option doesn't apply to Admins.
But you can suffix your URL with
&fullver=1
to force it into the full version (desktop)
