Have you tried  a form rule

when Multiple conditions are true
when [Related Customer 1] not  (blank)
when [Related Customer 2] is  (blank)

Change [Related Customer 2 to the value in the field [Related Customer 1]

and uncheck the checkbox at the bottom to make it fire all the time.
