Users with same role see different things (cross app)

In my Vehicles app, I want users to be able to see the list of employee names (from the HR app) and select a name for the Driver field.

I have two users (me and test user named Tony), both with the administrator role in the HR app. Our permissions in the Vehicles app are different - but the pick list of driver names is coming from HR. So I expect to be able to see the list of names both as myself (I see the list) and testing as Tony (list is blank).

I get the same result if I use a specified report for the pick list or the default record picker.

Any ideas..??

    Well I figured this out. The Full Name field was referencing a third app (Payroll) where all employee master data originates and is maintained. The HR app references Payroll for this master data and user Tony did not have rights to Payroll.

    I thought once the data was pulled into HR that the HR access rights would apply to any calls downstream... but not the case.
