What permissions are required to test as another user?

I want my team members to be able to use the "test as another user" feature but I do not want them to have admin privileges. Is this possible?

Are there any update on this since this post was almost 4 years ago? Id also like to give permission for folks to test as another user.

This functionality has not changed since the Test as User came out.
