What permissions are required to test as another user?

I want my team members to be able to use the "test as another user" feature but I do not want them to have admin privileges. Is this possible?

Megan, right sorry, Test as User requires full Admin access.  Note that you cannot actually do edits  in that mode, just see what they see.
