Answer I got from the Technical Support Team :
"The Bulk Upsert step is best used for Quickbase Table to Table actions. If the file that is hosted on Sharepoint is in CSV format, and you were able to get the file into the Fetch CSV action you could search the CSV and perform a Bulk Upsert."
