OK, so here is how I would tackle a table driven solution.
Make a new table called Outcome Responses.
Make three fields.
Location (multiple choice and enter your locations)
Work Type (either free form or if there are limited Work Types, then a Multiple choice field.)
Location-WorkType (formula) - use that whole text as the name. It will be a formula text field.
Location-WorkType (Key) - this will be a text field type.
Outcome
Make the formula for the Location-WorkType (formula) to be
List("-", [Location], [WorkType])
Set the Key field of the table to be Location-WorkType (Key)
Make a form rule that says when the
Location-WorkType (Key) is not equal to Location-WorkType (formula)
action
change the Location-WorkType (Key) to the value in the field Location-WorkType (formula)
and uncheck the box at the bottom to force the rule to always fire.
Next on the details table make a field called [Location - Worktype]
with a formula of
List("-", [Location], [WorkType])
Lastly, make a relationships where 1 Outcome response has many detail record and use that formula field as the reference field.
