If you choose to do it this way then any time a change on the form happens, like moving an element up a single row, the IDs of the elements on the form change as well.
So while it is possible to do this it can be a bit of a nightmare to maintain in this way if any changes are expected. If someone came in and had to support this later without the background knowledge I'd say they would be pretty confused as well.
Another option is to use the Text elements of a form and the limited HTML to insert anchor tags on the form ion various places. This will allow you to pull down to the anchor tag, but it isn't perfect and there is usually a gap up. IIRC this is because of some padding issue. I'm not sure if this would be a good solution as you would need to place the tags on the form and not just go to where the form was last completed unless you had a giant formula I guess.
