Hi Ruslan,
At this time QuickBase is marketed as primarily a US-based, western-character encoded product. As our customer base continues to grow, we realize many more of our customers have the need for a global strategy with their databases. Our QuickBase Product Managers are well aware of the need for greater compatibility with foreign markets, and its something we hope to see expanded in QuickBase in the near future. Unfortunately, at this time we can't share any specifics with regards to our global strategy, but if you want to voice your opinion on the subject then we encourage you to do so via QuickBase's User Voice:

Having said all that, there are customers that have had success using foreign characters in QuickBase by changing their browser's character encoding. In Firefox or IE, for example, you can change the character encoding to display in different languages. We recommend you review the included help documentation for your specific browser of choice for instructions on changing the encoding. Changing the browser's encoding works in QuickBase for the most part, but there may be some oddities in QuickBase using foreign characters which we currently cannot account for. The following KB article contains some additional information on multi-byte character support:
http://quickbase.intuit.com/developer/knowledge-base/does-quickbase-support-unicode-or-other-multi-byte-character-encodings-big5-gb-hz-shift-jis-
(NOTE: Some browsers drop the last "-" at the end of the above URL. If the article does not display properly for you please copy and paste the entire URL into your browser rather than clicking the link.)
It's important to note that changing the character encoding will not change the language of menu items hard coded into the product. For example, things like My Apps, Favorites, Search, Help, etc. will still be in English. Changing the character encoding is just related to being able to enter non-western characters into forms. There may also be issues using the QuickBase API with non-western characters that we cannot account for.
We hope this information has been helpful!
