How do I make a Common report read-only (non-modifiable)?

Is it possible to disable report customization for a particular report for folks in a particular role? For example, we have a role called "My Projects" with a set of defined criteria. I want this repo...

    This isn't quite what I'm asking. I want the report itself to be non-modifiable, not the records.
