I don't know of any apps which are already built, but it sounds like an easy app to write.

Table of Sites. Table of Utility Bills.

One Site has Many utility Bills.

Each Ultility bill will have a date and a cost and a type (Electricity, gas etc)

Summarize up the total ultility cost for each utility type back up to the site record.

The site record would have a building size in SF.

Calculate the avg cost per SF for say Gas in the last running 12 months.

Run a list of sites to rank them.  Or run a table report of all sites showing columns of their cost per SF for each Ultity type.

Contact me off line if you want help setting his up.  It would just take a cowhile ole of hours to get that up and running along with some Reports and charts.
