You are looking to implement the "Copy Master Detail" feature (previously known as Copy Parent Children Wizard) which allows you to build "templates" of Projects and Tasks so that for a new Project you can assign specified Tasks to another parent that matches your template.

You can find the documentation on this http://www.quickbase.com/user-assistance/Default.html#copy_master_detail.html

If you are interested in a cleaner (and for me a more efficient) implementation of this feature which does not require your "template" records to exist in your Parent and Child tables, feel free to contact me. A custom-built solution can operate within your application but not be as cumbersome to manage in terms of hiding/showing records to Users in reports etc.
