Easiest way to email reports to non-users

Hello! I have a request from a difficult client which I am having difficulty solving.

I own a project management application. The client has access to view the status of projects and tasks. He would like around 90 of his employees to receive automated subscription reports of specific projects and tasks, depending on which department the employee works in. For example, if a project is assigned to the category Human Resources, he would like specific people to only receive reports that show tasks for Human Resource projects. 

This could easily be handled by setting up employees as users and creating specific viewing permissions. However, he does not want these people to be users (he doesn't want to pay for it). 

As of now my solution was to show him how to filter reports by category and then click email and send them off. He thinks this will be too tedious. I agree it will be tedious but can't think of other options. Do you have any ideas? 

I do see similar questions like this were asked but none that involved showing specific records to specific people.

  one option is our Courier for Quickbase add-on.  It is not a native solution, it comes with an additional cost but it can provide you with what you are looking for.
