How to assign a record to multiple user in the role?

I have an app including two tables which are related. 

The first table "Portfolio" contains a list of all the locations across North American our team supports. This table contain details about each location i.e.; address, business units and five user fields identifying the members responsible for approving and administrating services at each location.

The second table "Work Requests" is a process users submit various work orders by location. When a location is referenced; the related  users are displayed,

All users have viewing permissions to the Work Request table but I only want those users related to the location to have modifying permissions.

I created a custom rule giving editing permissions where each user " is the current user". However, none of the users are able to modify their requests?

What am I missing?

The list of Custom Role Permissions are treated as ANDs.  So a given user cannot be all 5 positions.

So no problem, until QuickBase allows more flexibility in the logic structure of the Role Permissions, just make your own Formula-Checkbox field such as [Allowed to Edit?] with a formula such as

[Location Approver 1]= User()


[Location Approver 2]= User()


[Location Approver 3]= User()


[Location Approver 4]= User()


[Location Approver 5]= User()

 and base the Role Permission on where [Allowed to Edit?] is checked.
