Update needed once a week whether or not the users have information to enter

I'm trying to keep track of containers at our stores on a weekly basis but also need the stores without containers to check off that they don't have any containers. 

Because we expect an update every week I have a report that goes out weekly showing last activity and I want that last activity for those that updated even when they don't have anything to update. That way it confirms that they acknowledged they don't versus us assuming they don't.

For now I have created a checkbox field where when they check that on the form it just hides all the other fields and then applies dummy data to the table. Any other ideas?

I suggest sending out a store record to each store as opposed to container records. Then they can either update a date on the store record or the embedded grid edit report of their containers.
