I have a multiple choice “Bill To” field on my Time Card Table form, the choices of which I would like to narrow based on another field (Billing Code Assignment) when selected. For example, if the Billing Code Assignment field choice begins with ACG-Travel, then the choices on the "Bill To" field would narrow down to ACG Non-Billable Travel or Client Non-Billable Travel. Is this possible?

No problem. QUickBase has native support for Conditional Drop downs.

Make two new tables.

1 will have a choice of Billing Code Assignments, and the other will have a list of drop down choices. Relate the tables so that 1 Billing code Assignments has many drop down choices.

Then in your time card table make a relationship to select a Billing code assignment. i.e. 1billomg code assignment has many time cards. Make the proxy field for the field [Related billing code assignment] to be the billing code assignment name.

Then make a second relationship similarly to choose a drop down choice. But in the field for the Related drop down choice, there will be a checkbox to make this a conditional drop down. Set that to be after the field related billing code is selected on display drop down choices where the related billing code matches.

Note that you will need to populate the Billing code Assignmwnt and drop down choices tables with data.

If you already have built the app and have a lot of data, post back I I can try to walk you though how to migrate your current data structure. To the new sources for the drop down choices and billing code assignments.
